Scheme Overview

The Bihar Har Khet Ko Pani Yojana is a flagship irrigation initiative under the State Agriculture Road Map. It aims to provide assured irrigation to every agricultural field (Har Khet Ko Pani) through the installation of tubewells and motor pumps, specifically targeting areas deprived of canal irrigation networks.

Key Objectives

• Expand groundwater-based irrigation coverage in rain-fed and canal-deficient blocks.
• Reduce farmer dependency on monsoon vagaries for Kharif and Rabi crops.
• Enhance cropping intensity and agricultural productivity across the state.

Implementation Framework

The scheme is executed by the Minor Water Resources Department through empaneled drilling agencies. Subsidy amounts are transferred directly to the vendor upon successful installation and verification, ensuring transparency and eliminating middlemen.

1. Register on the DBT Agriculture Portal (dbtagriculture.bihar.gov.in) using Aadhaar-linked mobile number.
2. Log in and select 'Har Khet Ko Pani Yojana' under the Minor Water Resources Department section.
3. Fill the online application form with land details (Khata/Khesra), category, and preferred boring location.
4. Upload mandatory documents: Land Possession Certificate (LPC), Aadhaar Card, Bank Passbook, and Caste Certificate (if applicable).
5. Submit application and obtain Acknowledgement Receipt with Application ID.
6. Block Agriculture Officer conducts field verification of site feasibility and land records.
7. Upon approval, select an empaneled drilling agency from the departmental list.
8. Agency executes boring and pump installation; Joint Inspection Team verifies completion.
9. Subsidy released directly to agency; farmer bears the remaining 10%/20% share.
